SYMPTOMS

When you open a Microsoft Excel workbook file that has been saved as a Web page, some elements that were present in the original Excel workbook may be lost.

CAUSE

Although Excel retains most workbook features when you save a workbook as a Web page and then reopen it in Excel, some features are lost. This behavior is by design of Microsoft Excel.
