SYMPTOMS
A Socket or WSASocket call that specifies the SOCK_RAW socket type fails
with the following Winsock error message (10013 WSAEACCES) if the user is a non-administrator who is logged onto a Windows NT 4.0 or Windows 2000 system:
"An attempt was made to access a socket in a way forbidden by its access permissions."
STATUS
This behavior is by design.
