SYMPTOMS
In Microsoft Project 98, when you level resources, resources not selected

leveled for some tasks.
CAUSE
This behavior may occur in Microsoft Project 98 for any task that has
actual work and also meets all of the following conditions:

- The task has multiple resources assigned.
- At least one of the resources assigned to the task is eligible for
leveling (has been selected for leveling, has not completed all
assigned work, and has its Can Level field set to Yes).
This behavior occurs regardless of the setting in the resources'
Can Level field and regardless of whether you selected them for leveling. It also occurs whether or not
Leveling can adjust individual assignments on a task is selected (to set this option, click
Resource Leveling on the
Tools menu).
