SYMPTOMS
When you try to open a form designed with the "Electronic Forms Designer Runtime" in Microsoft Outlook, you receive the following error messages, depending on the version of Microsoft Windows you are are using.
Running Microsoft Windows 95/98
The form you selected could not be displayed. The form required to view
this message cannot be displayed. Contact your administrator.
Running Microsoft Windows NT
Cannot find Vb40016.DLL
Cannot find file <path and filename> (or one of its components). Check
to ensure the path and filename are correct and that all required
libraries are available.

this message cannot be displayed. Contact your administrator.
CAUSE
The "Electronic Forms Designer Runtime" is not installed.
STATUS
Microsoft has confirmed this to be a problem in the Microsoft products
listed at the beginning of this article.
