SYMPTOMS
When you configure Internet Explorer to connect to the Internet using a
modem while it is configured to connect to the Internet using a local
area network, you may notice that you are still able to change the
configuration information under Proxy Server in the Internet Properties
dialog box.

This behavior is by design.
