SYMPTOMS
The IAS Remote Authentication Dial-In User Service (RADIUS) server that ships with the Windows NT 4.0 Options Pack (NTOP) and Microsoft Commercial Internet Systems (MCIS) does not support port configurations under 1024 for communication to a Network Access Server (NAS) or other radius client software.

Windows NT Server or Workstation 4.0
A supported hotfix is now available from Microsoft, but it is only intended to correct the problem that this article describes. Apply it only to systems that are experiencing this specific problem.

STATUS
Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article. This problem was first corrected in Windows NT Server version 4.0, Terminal Server Edition Service Pack 6.
MORE INFORMATION
The ability to use non-standard UDP ports was added because of the
specification change noted below.
Implementation Note:
This memo documents the RADIUS protocol. There has been some
confusion in the assignment of port numbers for this protocol. The
early deployment of RADIUS was done using the erroneously chosen port
number 1645, which conflicts with the "datametrics" service. The
officially assigned port number for RADIUS is 1812.
