FIX: Form Covers Windows TaskBar Even If Set as "Always on Top"

SYMPTOMS
When displaying a Visual Basic form, the Windows 95, Windows 98, or Windows
NT Taskbar is covered by the form even though the "Always on Top" property
of the Taskbar is checked.
CAUSE
This problem occurs when the form's WindowState property is set to
Maximized and the form's MaxButton property is set to False.
RESOLUTION
To work around this problem, set the form's MaxButton property to True at
design-time.
STATUS
Microsoft has confirmed this to be a bug in the Microsoft products listed
at the beginning of this article. We are researching this bug and will post
new information here in the Microsoft Knowledge Base as it becomes
available. This problem no longer occurs in Windows 2000.
