SYMPTOMS
When you create custom command bars in different databases and you give
them the same name, they use the same docking location.
CAUSE
Custom command bars are stored in the database, but certain properties of a
custom command bar, such as docking position, are stored on a per user
basis in the registry.
RESOLUTION
To give your command bars their own specific docking location you must give
them different names.
