WORKAROUND

- Create a domain user account with default permissions in the
domain\users groups, and set the anonymous user as the user ID.
-or-
- Install MCIS News Server on a primary domain controller (PDC) or
another computer running Windows NT Server that is not a BDC.
STATUS
Microsoft has confirmed this to be a problem in MCIS News Server version
1.0.
