A. Order IDs and Shopper IDs are both guaranteed to be unique across multiple stores. The Order ID is a pure globally unique identifier (GUID). The Shopper ID is a GUID with more randomness added by the Commerce Server system. GUIDs are 128-bit integers generated by an algorithm that takes into account parameters like the date, time, machine address, and other factors.
