SYMPTOMS
You may experience problems when you attempt to install the released
version of Internet Explorer 3.0 for Windows NT 4.0.
CAUSE
You may experience problems installing Internet Explorer 3.0 for Windows
NT 4.0 when you attempt to install the released version of Internet
Explorer 3.0 using a Beta copy of Windows NT 4.0. The released version
of Internet Explorer 3.0 works only with the released version of Windows
NT 4.0 (build 1381).

The released version of Internet Explorer 3.0 is build 4.70.1155. The Beta
version of Internet Explorer 3.0 that is also available on the Microsoft
Web site is build 4.70.1117.
