Question:
What should I do when I get "error trying to run library manager"?

Response:
   You should do the following:

   1. Make sure the directory LIB.EXE is in your PATH.
   2. If you still get the error message, then rename your
AUTOEXEC.BAT file, reboot, and set PATH= to the directory LIB.EXE is
in. Booting without an AUTOEXEC.BAT file will empty your environment.
Setup should not be sensitive to how much is in your environment.
However, we have found that emptying the environment causes the
problem to disappear. Microsoft is aware of this problem and will post
new information as it becomes available.
   3. If you continue to get the error message, terminate-and-stay
resident programs may interfere with Setup, so check to see if you
have any installed, and if you do, remove them.
   4. If methods 1, 2, and 3 above fail to solve the problem, the
workaround is to build the libraries manually. If you have FORTRAN
Version 4.01, you can use BUILD1.BAT. Information for this is in the
README.DOC file. If you have Version 4.00 or Version 4.01, you can
build them by running Setup with the /n option ("Setup /n"). The /n
option allows you to run through Setup without Setup performing any
installations. The /n option is meant to be used to familiarize you
with the installation procedure. Since the /n option does not do any
installations, it does not need to find LIB.EXE; the /n option runs
its course and tells you what it is doing as it goes. Therefore, you
can copy the commands the /n option uses to build the libraries, and
then manually use LIB.EXE to delete and combine the appropriate
modules to build your library.
