SYMPTOMS

Microsoft Money does not monitor the date on which a budget is created.
Money will track a budget as if it origninated at the beginning of a
calendar year.
 
MORE INFORMATION
================
 
When adding new scheduled payments to an existing budget, Money does not
differentiate this new payment from a previously existing one. If a payment
is classified as scheduled, the budgeting feature will include this payment
from the start of a year, regardless of whether it actually began in mid-
year.
 
The budgeting feature does not have the capability to recognize an end date
of a bill-payment. All scheduled payments are assumed to continue
infinitely.
 
This behavior is by design.
