SYMPTOMS
========
 
When you navigate on a Web site you may receive a timeout error message
similar to the following example:
 
   Internet explorer cannot open the site
   "http://investor.msn.com/navbar/adrot.asp".
   Operation timed out.
 
CAUSE
=====
 
This issue can occur if Domain Name Server (DNS) Caching is turned off.
 
RESOLUTION
==========
 
To resolve this issue, turn on DNS Caching. To do this, follow these
steps:
 
1. Download the Timeout.exe file from the Microsoft Software Library:
 
 ~ TimeOut.exe
 
   For more information about how to download files from the Microsoft

2. Save the Timeout.exe file to a folder on your hard disk, and then
   double-click the Timeout.exe file to extract the following three files:
 
    - DnsOn.reg  - This registry file turns on DNS Caching
 
    - DnsOff.reg - This registry file turns off DNS Caching
 
    - Readme.txt - This text file contains information about how to use
                   the registry files.
 
3. In Windows Explorer, open the folder where you extracted the
   files.
 
4. Close your browser, if it is open.
 
3. Double-click the DnsOn.reg file to turn on DNS Caching.
 
4. Restart your browser and connect to the Web site that was having
   problems.
 
NOTE: If you need to turn off DNS Caching, double-click the DnsOff.reg
file.
 
MORE INFORMATION
================
 
The default setting is to have DNS Cache enabled. AOL 3.0 for Windows
95 is known to disable the DNS cache globally by setting the
DnsCacheEnabled registry key to zero (false). The DnsCacheEnabled registry
key is located in the following registry key:
 
   HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet
   Settings
 
If you change the setting to one (true), then you enable DNS Cache. DNS
Caching allows the system to store the resolution of DNS names to
their actual Internet Protocol (IP) addresses without resolving the
Host name each time. This cache is cleared each time you restart your
system.
