Synopsis
convertUT seconds=s [, tz=z] [, dst=t]

Description
Converts event attributes into a create_time header attribute value.

The seconds argument is mandatory, tz and dst are optional. The arguments are set to equal the value of the integer event attributes ( s, z, t).

The seconds argument takes the number of seconds since UNIX epoch.

Timezone tz must be in the form [+-]hhmm (negative numbers are east of Greenwich). If tz is specified then the time is interpreted as UTC, otherwise the time is assumed to be local time.

Specifying a daylight savings dst value of 1 indicates daylight savings were included in the time value. A dst value of 0 (the default) indicates daylight savings were not included in the time value.
