convertYMDHMS - time conversion function

Synopsis
convertYMDHMS year=y, month=mo, day=d, hour=h, minute=m, seconds=s [, tz=z] [, dst=t]

Description
Converts event attributes into a create_time header attribute value.

The year, month, day, hour, minute and seconds arguments are mandatory, tz and dst are optional. The arguments are set to equal the value of event attributes (y, mo, d, h, m, s, z, t). All arguments are integer, except month, which can be either an integer or a string. If month is an integer, it must be in the range 1..12. If it is a string, its first three letters are compared with the English names for the months.

Timezone tz must be in the form [+-]hhmm (negative numbers are east of Greenwich). If tz is specified then the time is interpreted as UTC, otherwise the time is assumed to be local time.

Specifying a daylight savings dst value of 1 indicates daylight savings were included in the time value. A dst value of 0 (the default) indicates daylight savings were not included in the time value.
