Synopsis
convertHMS hour=h, minute=m, seconds=s [, tz=z] [, dst=t]

Description
Converts event attributes into a create_time header attribute value.

The hour, minute and seconds arguments are mandatory, tz and dst are optional. The arguments are set to equal the value of integer event attributes (h, m, s, z, t).

Timezone tz must be in the form [+-]hhmm (negative numbers are east of Greenwich). If tz is specified then the time is interpreted as UTC, otherwise the time is assumed to be local time.

Specifying a daylight savings dst value of 1 indicates daylight savings were included in the time value. A dst value of 0 (the default) indicates daylight savings were not included in the time value.
