Updating Data and Fact Stores

To update:

only the Data Store dsname with the contents of file dfile:
```
	ecsmgr -data_update dsname dfile
```
only the Fact Store fsname with the contents of file ffile:
```
	ecsmgr -fact_update fsname ffile
```
both Fact and Data stores of a circuit cname using a single update file:
```
	ecsmgr -update cname file
```

A CORBA IDL interface is also available for updating the Data and Fact Stores of a running ECS engine. See the HP OpenView ECS Developer's Guide and Reference for details.
